GPT-3 is a LLM. ChatGPT is not just a LLM, though. It is actually trying to be helpful as human-in-the-loop reinforcement learning techniques were used to build a chat bot on top of GPT. Doesn’t really change your premise, but I think the distinction should be made technically.
